Road infrastructure for pedestrians in Russia....Part2
Whether you are going to Russia as a tourist, on business or on a fact finding tour..you will be affected by the Russian roads, as a pedestrian or a driver or as a public transport user.
Road traffic accidents in Russia as with every other country have several unavoidable knock on effects for an economy, higher insurance premiums, higher prison intake with the resulting fees, heavily burdened hospitals burdened even more, and every country tries to minimize the damage.
Simple measures such as pedestrian crossings, improved blackspot lighting, car speed delimiters and more unpopular dissuasive measures such as higher petrol duty, road vehicle tax and the annual mechanical fitness test, all have their own role to play in reducing road traffic accident fatalities.
The sedentary style of policing in Russia does little to help these measures, without strict pro-active enforcement it has to be assumed that the carnage will go on.
Roads for pedestrians in pictures
As a foreigner coming to Russia for the first time in the depths of winter, the whole country covered in clean, crisp, brilliant white snow, deep and almost welcoming, seems a fairy tale come true.
That is.....until the weather changes. The melting of the snows in Spring bring myriad problems to the cities, towns and villages of Russia. In St Petersburg alone in 2010 five people were killed after being struck by the immense melting icicles that grow in size week by week over the winter. One person died after being struck by the snow clearing process on the roofs by local council workers.
In Russian provincial towns where snow plough clearing of the roads is rare, winter covers pedestrian crossings, making crossing the road more like "Russian roulette" than usual.
Cars fitted with anti skid devices stop extremely quickly on the untreated iced roads, often the cars without these devices don't stop.
Winter brings countless thousands of "prangs" easily avoided by keeping the speed down and paying closer attention. It has to be said that in general Russian drivers are excellent at handling their vehicles in conditions that many countries would consider too risky even to approach.
Only the most major roads are ever gritted or cleared, most towns never see grit on the road and the result is a stream of traffic driving apparently quite normally on 4 or 5 inches of compacted ice by the end of the winter.
The pavements are no better, although people do try to keep the pavements clear after every heavy snowfall, but as you can imagine it's an uphill battle. Pavements are rarely gritted, unless the property owner takes it upon himself to do so, usually business. As yet there is no usable compensation culture in Russia to allow all and sundry to sue the owners of a property if they were to slip on ice.
Every winter the lack of gritting fills the polyclinics and hospitals with broken bones of all descriptions, icicles falling as the weather warms, account for several fatalities every year.
Most disappointingly for a foreigner is watching the weather change, the snowdrifts melt slowly revealing mounds of litter, especially beer bottles and cigarette butts thrown there in the heavy snowfall or swept up in the panic to clear a way. It's just a fact of winter life.
No fresh snow means that the snow drifts absorb all the petrol and diesel fumes, the pollution and smog, creating a dirty grey coloured snow.
The "slush" that follows in an ordinary provincial town is truly a depressing sight for a pedestrian. The lack of adequate drainage and quick rises in temperature result in enormous ponds across roads, inconsiderate marshrootka and bus drivers compete with each other ( or are oblivious to the problem ) to see who can soak more people.
The labour force required each Spring is incredible, but the authorities know that eventually it'll all go, it'll all get swept up and there seems to be little motivation to speed things up. Government budgets are stretched in far more important directions than street cleaning, even though the dirt through the transition periods may well harbour germs and disease for many unsuspecting people, especially children playing in dirty snow.
It always comes as a surprise to me that most of the snow clearing is carried out by the elderly with poor equipment, painfully slowly and yet with pride and diligence.
I have often wondered where the able bodied , active and fit unemployed young men are, when there are mountains of snow to be cleared from pavements, even the men loading snow into massive tipper trucks seem to be in their 40's and pavements are cleared by women in their 60's. The answer I receive on asking Russian citizens is always the same...it doesn't pay enough and the younger generation would rather do nothing than work for peanuts, and this is not a welfare state bound country.
Well, the snow melts and as if by miracle the whole town comes to life once more, each lade of glass or bloom struggling upwards towards the light and air ...Spring has come. Some yards show a sense of community spirit by planting small rows of flowers, patiently tending them, and the local administrations dig deep in their pockets to fund the larger central gardening displays, every bit as good, if not often better than those in the West.
Everyone knows that within 6 months the whole city will once again descend into a wintry wonderland - such is the cycle of life in a Russian provincial town called Omsk - winter has returned !

How did Michael Jackson have white kids?
Why doesn't anyone address the fact that his "kids" are whiter than the driven snow? I don't care what color he ended up, his DNA was still black, I also don't care that Debbie Rowe was a whiter shade of pale, the kids still would have been some shade of black!
Thay was not really his kids!
